编者说明：《中共中央关于制定国民经济和社会发展第十三个五年规划的建议》（以下简称《建议》）提出创新、协调、绿色、开放、共享五大发展理念，集中体现了我国“十三五”期间乃至更长时期的发展思路、发展方向和发展着力点。我们将分别以五大发展理念为主题，陆续推出相关术语的译法。本期围绕创新发展，从《建议》中挑选了14条术语，涉及创新发展的方向、战略、政策和重大工程等内容。《建议》已由我局翻译成英、俄、法、西、日、德、阿等七种外文，并由中央编译出版社出版发行。
